DESCRIPTION:

DDG is looking for a Construction Engineer to serve a municipal client as a representative for construction projects. This role will assist with monitoring and documenting construction activities to ensure compliance with approved plans, specifications, safety standards, and regulatory requirements. The Construction Engineer will play a critical role in quality assurance, ensuring that public infrastructure—such as roadways, utilities, and facilities—is constructed in accordance with applicable codes and contractual obligations. The position involves close coordination with contractors, design consultants, the municipal services team, and regulatory agencies to resolve field issues, document progress, and support project delivery. The ideal candidate will bring a strong background in civil construction, keen attention to detail, and the ability to communicate effectively in a dynamic field environment.

ACTIVITIES + RESPONSIBILITIES:

  • Serve as the City’s construction representative for all municipal construction projects, ensuring contractor activities comply with approved plans, specifications, and regulatory standards.
  • Conduct daily site observations to monitor progress, materials, workmanship, and adherence to construction schedules and safety protocols.
  • Identify, document, and report non-conformance issues; coordinate with contractors and project managers to resolve field discrepancies.
  • Review construction drawings, submittals, and change orders to ensure constructability and alignment with City requirements.
  • Verify that materials and methods conform to project specifications and relevant municipal, state, and federal codes.
  • Monitor and document erosion control, utility installations, grading, paving, concrete placement, and other public infrastructure elements.
  • Collaborate with contractors, engineers, consultants, and City staff to address construction-related questions and provide field-based guidance.
  • Attend pre-construction meetings, progress meetings, and field reviews; assist in interpreting project requirements and clarifying technical details.
  • Support the municipal services team, Engineering managers and the Engineering Director and in evaluating contractor performance and maintaining construction schedules.
  • Maintain detailed observation logs, field reports, photographs, and records of construction progress.
  • Assist with the preparation of punch lists, pay applications, and closeout documentation.
  • Track quantities for payment verification and assist in evaluating requests for change orders.
  • Participate in public meetings and site walk-throughs as needed to provide technical input on active construction projects and address construction-related questions from stakeholders.
  • Support the municipal services team, Engineering managers and the Engineering Director in evaluating long-term construction needs and capital improvement priorities by providing field-level insights and data on infrastructure conditions and contractor performance.
  • Contribute to the ongoing refinement of construction-related Standards, Specifications, and Codes by providing feedback based on field observations and lessons learned from current and recent projects.

REQUIRED SKILLS/ABILITIES:

  • Strong knowledge of civil construction practices, inspection procedures, and public infrastructure standards, including roadways, utilities, grading, and drainage systems.
  • Proficiency in reading and interpreting engineering plans, technical specifications, and construction documents.
  • Familiarity with construction management tools and software; working knowledge of AutoCAD and Civil 3D is a plus.
  • Excellent attention to detail with strong analytical, documentation, and problem-solving abilities in a field-based environment.
  • Effective verbal and written communication skills for coordinating with contractors, consultants, and City staff.
  • Ability to oversee multiple active construction sites, prioritize tasks, and meet deadlines in a fast-paced setting.
  • Knowledge of relevant safety, environmental, and regulatory requirements, including local, state, and federal construction codes. (preferred)

QUALIFICATIONS:

  • Bachelor's degree in Construction Management, Civil Engineering, or a related field.
  • Proven experience as a Construction Engineer or in a similar role, for a minimum of 3 years.
  • Professional Engineer (PE) license is highly preferred.

PHYSICAL REQUIREMENTS:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to travel to various project sites.
  • Must be able to access and navigate job sites and construction areas.
