DESCRIPTION:
The Engineering Manager for Transportation is a member of the municipal services team and is responsible for planning, conceptual design, and managing transportation infrastructure projects to ensure they meet safety, environmental, and regulatory standards. This includes review of traffic models, conducting feasibility studies, preliminary design of roadways and transportation networks, and overseeing construction activities for the municipality. The role also involves collaborating with other governmental agencies, contractors, and other stakeholders to deliver successful transportation projects.
ACTIVITIES + RESPONSIBILITIES:
- Oversee traffic studies, transportation modeling, and system evaluations, ensuring that analyses, intersection designs, and public transportation assessments align with best practices, regulatory standards, and municipal goals.
- Lead and manage transportation infrastructure projects from conception through to completion, ensuring timelines and budgets are met.
- Coordinate with other engineers, architects, planners, and contractors to ensure project success.
- Manage the transportation engineering team, providing leadership, and oversight to staff responsible for conducting traffic flow analyses, transportation system evaluations, and the development of mobility solutions.
- Analyze transportation data to identify areas for improvement and develop strategies to enhance efficiency and safety.
- Work closely with government agencies, stakeholders, and public entities to ensure projects meet legal and environmental requirements.
- Prepare reports, proposals, and presentations for municipal client, government agencies, and city leadership
- Respond to public concerns and address community-related issues related to transportation projects and existing traffic concerns.
- Monitor the progress of construction projects, ensuring that designs are followed and that safety protocols are adhered to with the assistance of others on the team.
- Conduct site observations and provide recommendations for adjustments during construction to meet project goals.
- Stay updated on industry trends, new technologies, and best practices for transportation engineering.
- Coordinate signal operations, traffic improvements, safety analyses, and corridor studies to enhance transportation system performance.
- Review plans prepared by external consultants for public roadway improvements, ensuring compliance with design standards and regulatory requirements.
- Prepare Requests for Qualifications (RFQs) and related procurement documents for transportation projects to be issued for public bid, in accordance with applicable policies and regulations.
- Participate in public meetings and workshops to discuss transportation projects, issues, studies, and development proposals with community residents and other stakeholders, providing technical insights and addressing concerns.
- Lead the development and implementation of long-term strategic plans for the municipal transportation system, while advising municipal leadership on best practices, policy considerations, and investment strategies to ensure the transportation network effectively serves future community needs.
- Assist in reviewing, updating, and enhancing the City’s transportation-related Standards, Specifications, and Code to ensure they reflect best practices, regulatory requirements, and long-term mobility and safety goals.
- Serve as Responsible Charge Representative on behalf of the City for public roadway projects, ensuring they meet all design, regulatory, and quality standards.
REQUIRED SKILLS/ABILITIES:
- Strong knowledge of transportation planning, traffic flow analysis, and road design principles.
- Experience with engineering software, traffic model software and GIS tools.
- Excellent problem-solving, analytical, and communication skills.
- Ability to manage multiple tasks simultaneously and meet deadlines.
- Familiarity with environmental and safety regulations related to transportation
QUALIFICATIONS:
- Bachelor’s degree in Civil Engineering, Transportation Engineering, or a related field. A Master’s degree is a plus.
- Proven experience as a Transportation Engineer or in a similar role, for a minimum of 7 years.
- Familiarity with traffic simulation tools and transportation modeling software with traffic data collection techniques and analysis tools.
- Professional Engineer (PE) license is required
- Certification from the Institute of Transportation Engineers (ITE) or Professional Traffic Operations Engineer (PTOE) is an asset.
PHYSICAL REQUIREMENTS:
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
- Must be able to travel to various project sites.
- Must be able to access and navigate job sites and construction areas.
