DESCRIPTION:
We’re looking for a hands-on coordinator with 3–5 years of experience supporting municipal utility work in the public right-of-way. The ideal candidate has taken ROW utility permits from intake through close-out and record update, is comfortable in the field and the office, and communicates clearly with residents, contractors, and City staff. They can read plans, interpret specs and typical details, recognize safe and compliant work-zone setups (MUTCD), and document work with photos, daily reports, and punch items.
Familiarity with ArcGIS/asset records is important to work effectively with the City/IBTS GIS team. ATSSA Flagger or Traffic Control Technician/Supervisor training is preferred, as is knowledge of LA One Call (811) practices. This role is action-oriented, detail-driven, and customer-service focused, ensuring utilities complete work safely, correctly, and with full restoration of the ROW—escalating issues to the Development Engineer when needed.
ACTIVITIES + RESPONSIBILITIES:
- Permit intake & review: Receive, route, and track ROW/utility permit applications; verify plan completeness, traffic-control notes, restoration details, and schedule alignment with City work.
- Pre-construction coordination: Set expectations with utilities/contractors for MUTCD-compliant traffic control, trench/backfill, pavement restoration, erosion/sediment controls, and required notifications (incl. 811).
- Field inspections (ROW only): Perform safety/setup, in-progress, and final completion inspections; issue correction notices; verify temporary and final surface restoration to City standards.
- Documentation & close-out: Maintain daily field logs, photographs, and quantities; capture as-built markups; compile close-out packages and transmit updates to the City/IBTS GIS team.
- Cut/restoration registry: Maintain a GIS-referenced log of pavement cuts, restorations, and warranty periods; schedule re-inspections prior to warranty expiry.
- Weekly look-ahead coordination: Convene/attend utility coordination meetings; sequence work to avoid corridor conflicts and repeated street cuts; communicate lane closure schedules.
- Citizen interface: Track and respond to ROW-related service requests and construction inquiries; provide clear status updates and resolution notes.
- Escalation & reporting: Elevate conflicts, deviations, and enforcement actions to the Development Engineer; provide concise weekly/monthly metrics (permits issued, inspection pass rates, average turnaround, warranty compliance).
- Emergency/storm support: Assist with after-hours/emergency response for ROW utility issues; document temporary work and schedule permanent restoration.
- Safety & compliance: Model work-zone best practices; maintain applicable ATSSA training; ensure PPE use and adherence to City standards by all parties.
